0~6 Bitrate(mbps): 640*360 at 30fps.
7~8 Bitrate(mbps): 1280*720 at 60fps
9-12 Bitrate(mbps): 1920*1080 at 30fps
13~22 Bitrate(mbps): 1920*1080 at 60fps
